OMA Advisory Opinion (#OOG-2024-0024) – Board of Trustees for Hope Community Public Charter School

On August 18, 2025, Director Allen issued an Advisory Opinion #OOG-2024-0024, in response to a complaint which alleged that Hope Community Public Charter School Board (HC PCSB) has not published “dates for future meetings.” The Board relinquished its Charter at the end of School Year 2024-2025 and is not in operation.

Director Allen recognized that the allegation in the Complaint is moot but decided to address the matter and issue the Advisory Opinion for the benefit of the stakeholders of active Boards of Trustees for Public Charter Schools, and should HC PCSB resume operation under a new Charter Agreement. The Director found that HC PCSB had violated the OMA by not publishing a schedule of its meetings for School Year 2024-2025 on HC PCS’ website. The Advisory Opinion establishes that a Google document provided by HC PCSB in response to the Complaint accessible at a link that did not lead to the school’s website does not fulfill the requirements of the OMA to publish an annual schedule of its meetings.
