Maury Elementary School LSAT Compliance with the OMA, #OOG-2019-004-M: The Office of Open Government found that the Maury Elementary School Local School Advisory Team (LSAT) violated the DC Open Meetings Act (OMA) and the Freedom of Information Act (FOIA) when it failed to make an electronic recording and detailed minutes of its April 23, 2019 meeting available to the public. Because LSATs qualify as public bodies under the OMA, they must record meetings electronically and publish minutes and related materials within seven business days. DC Public Schools acknowledged that these requirements were not followed and explained that LSAT members had not previously been trained on these obligations.The Advisory Opinion directs the LSAT and DCPS to ensure that all future LSAT meetings comply with Open Meetings Act and FOIA requirements by recording meetings, preparing detailed minutes, and posting them promptly for public access.
